He was born in Diyarbakır in 1960 and graduated from Dicle University Faculty of Dentistry in 1982. In 1985, he opened his private dental practice in Moda, Istanbul.

He served as a Turkish Dental Association (TDB) Delegate during the 1988–1990 and 1990–1992 terms, as a member of the Istanbul Chamber of Dentists (İDO) Audit Board from 1992 to 1994, and as a member of the İDO Executive Board during the 1994–1996 and 1996–1998 terms. He also served as Vice President of the Istanbul Chamber of Dentists during its 16th and 17th terms. Following the Chamber’s General Assembly held in September 2020, he was elected President of the Istanbul Chamber of Dentists for its 18th term.

He also chaired the İDO District Representatives Commission, Social Affairs Commission, and Consumer Rights Commission. He served as a member of the TDB Central Executive Board during the 2000–2002, 2002–2004, and 2004–2006 terms; as TDB Treasurer General from 2008 to 2010; and as TDB Secretary General from 2010 to 2012 and again from November 2012 to May 2015. From May 2015 to November 2016, he served as Secretary General of the TDB Academy.

In addition, he was responsible for the TDB Community Oral and Dental Health Commission, Consumer Rights Commission, and Congress and Exhibition Commission. In 2007, he served as Secretary General of the 15th TDB International Dental Congress, and in 2008, he was responsible for the Sponsorship Committee of the TDB 100th Anniversary Organizing Committee.

A. Tarık İşmen served as President of the Turkish Dental Association (TDB) during its 18th term, from July 2021 to November 2022. He has continued his professional career with Smile Academy since 2026. He is married and has two children.
